According to data from the Shenyang Municipal Bureau of Water Resources, recent rains have caused significant flooding processes in the rivers of Liaohe, Luohe, and Liuhe in Shenyang, and inflows of varying degrees have occurred in the reservoirs of the Faku and Kangpingdi. The largest measured flow in the Liaohe River is 1,380 cubic meters per second, and the largest measured flow in the Luohe River is 1,600 cubic meters per second. Some of the farmlands in Shenyang City appear to have waterlogging phenomenon. Since late July, the city has cumulatively transferred more than 5,400 people.

According to the relevant person in charge of the Liaoning Flood Control Headquarters, the rains caused a total of 400,000 people to be affected in Shenyang, Fushun, Benxi, Dandong, Jinzhou, Tieling, Huludao, 28 counties and 197 townships. 5023 houses collapsed. The province urgently transferred 340,000 people and there were no reports of deaths and missing persons. The area affected by agricultural crops was 66,000 hectares, aquaculture lost an area of ​​1,760 hectares, 58 industrial and mining enterprises were discontinued, 130 road trips were interrupted, 29 power supply interruptions occurred, and 223 communications interruptions occurred.
